Mission
Rooney Rippie & Ratnaswamy LLP (“R3”) is a boutique infrastructure regulation, environmental, and litigation law firm formed by three partners from two of the nation’s largest law firms. Our eight lawyers together have more than 98 years of experience in legal matters involving the electricity, natural gas, water, telecommunications, and railroad industries.
Our mission is to deliver value. We recognize that our mission must be to help our clients formulate their legal strategy and expeditiously achieve their business objectives. R3 was created in order to accomplish that in the most efficient and cost-effective manner possible – to provide maximum value in client service. We achieve that by combining the skills and experience of our professionals with a nimble low-cost platform. Moreover, we seek to structure client representations that permit the real sharing of risks.
R3 assists clients in all phases of infrastructure regulation and litigation matters. We work with clients on regulatory strategy and risk management, business process issues, negotiations, stakeholder processes, before federal and state regulatory agencies, and in the trial and appellate courts.

Pro Bono
Rooney Rippie Ratnaswamy, LLP is committed to pro bono legal work for individuals and organizations. We also recognize that, as individuals, providing pro bono services is not only about meeting our obligation to the profession but should be individually meaningful and fulfilling. Our attorneys and paralegals are, therefore, not only strongly encouraged to pursue pro bono work but to seek out projects that match their individual interests and talents. R3 attorneys have worked on a broad range of projects ranging from counseling to litigation, from representing children to representing artists, and from representing indigent individuals to a charitable organization providing service to the disabled. Projects on which individual R3 attorneys have recently worked include:
Representing and advocating for a child’s best interest as Guardian ad litem when parties disagree about either the initial appointment of a guardian; the discharge of a guardian; or the appointment of a successor guardian.
Advise low income individuals on whether they are eligible to expunge or seal their criminal records and aid them in preparing the necessary pleadings.
Representing a non-profit charitable organization in connection with the investigation and threatened litigation of claims of director malfeasance and misappropriation of funds.
Representing a battered spouse who is a legal resident in obtaining a U-VISA.
Assisting in the preparation of an asylum claim on behalf of a torture victim.
In addition, we partner with clients and other organizations on larger, collaborative pro bono ventures. For example, R3 attorneys participate in a program that partners attorneys with City of Chicago elementary school classes to help students understand the United States Constitution and our legal system.
